Dominance and Technology War
The research paper analyses the technology race between the USA and China and discusses various policy options for smaller countries such as Germany. It shows that it is best for small countries not to become technologically tied to one of the dominant countries. The big countries fighting for technological leadership, on the other hand, benefit from early technological ties.
